1. BUDAYA KECEMERLANGAN



Pengamalan budaya cemerlang akan membawa Malaysia ke tahap kejayaan serta pencapaian yang lebih tinggi. Kejayaan dan pencapaian masyarakat dan negara bergantung setakat mana budaya kecemerlangan diamalkan oleh rakyatnya.






2. KETABAHAN



Setiap perjuangan atau pelaksanaan kerja memerlukan ketabahan dan ketekunan mereka. Perjuangan untuk mencapai kemajuan dan kecemerlangan negara amat memerlukan pemimpin dan rakyatnya tabah menghadapi segala rintangan dan dugaan.







3. RENDAH HATI



Rasa rendah hati adalah satu sifat yang penting untuk dimiliki. Dalam Islam, rendah hati dikatakan Tawaduk’. Sifat merendah diri amat digalakkan dalam ajaran Islam begitu juga dengan budaya dan sifat masyarakat Melayu yang menghormati orang yang merendah diri.







4. PENERIMAAN



Konsep penerimaan dan toleransi adalah dua perkara yang berbeza sama ada daripada ungkapan mahupun pelaksanaan. Penerimaan akan memperlihatkan perlakuan yang positif menerima sepenuhnya sesuatu perkara dengan hati yang ikhlas tanpa ada unsur-unsur terpaksa. Manakala toleransi pula berlaku kerana tiada pilihan lain atau secara terpaksa. Perlakuan atau sikap toleransi berlaku apabila sesuatu pihak tiada pilihan lain dan ianya diterima dengan ketidakjujuran.






5. KESETIAAN



Prinsip kesetiaan amat diperlukan dalam apa jua keadaan. Kesetiaan kepada Raja dan Negara adalah prinsip kedua Rukun Negara wajib dipegang erat oleh setiap rakyat negara ini tanpa berbelah bahagi. Semua kaum perlu mengutamakan kesetiaan dan kepentingan kepada negara mengatasi kesetiaan kepada kaum dan kelompok sendiri.

6. MERITOKRASI




Meritokrasi merupakan satu hala tuju yang perlu diamalkan dalam negara demokrasi bagi memastikan mereka yang layak dan memenuhi kriteria diberi peluang untuk memacu pembangunan negara.







7. PENDIDIKAN



Pendidikan dan pengetahuan adalah prasyarat penting untuk mana-mana negara mencapai kejayaan. Kekuatan dan ketahanan adalah berasaskan kepada masyarakat yang berpendidikan dan berpengetahuan mengatasi kekuatan ketenteraan.








8. INTEGRITI



Adalah penting bagi sesebuah kerajaan untuk mendapat kepercayaan dan keyakinan rakyat. Kepercayaan dan keyakinan diperoleh melalui nilai-nilai integriti. Nilai ini perlu diamalkan oleh semua pihak daripada pemimpin sehingga semua peringkat tanpa mengira kedudukan.

MUAR: Kementerian Pelajaran bercadang memberi kuasa autonomi kepada pengurusan sekolah dan Pejabat Pelajaran Daerah (PPD) bagi menentukan usaha lebih bersesuaian mengikut tempat masing-masing dalam usaha mencapai kecemerlangan, kata Tan Sri Muhyiddin Yassin.





Timbalan Perdana Menteri berkata, tujuan utama langkah itu bukan bermakna kementerian mahu melepaskan tanggungjawab, sebaliknya sedar situasi dan keadaan antara satu daerah agak berbeza, bukan saja dari segi keluasan, malah masalah yang dihadapi juga tidak sama.






“Oleh kerana sekolah berada dalam ekosistem tidak serupa, justeru ia memerlukan satu pendekatan dan cara untuk menangani serta menentukan sekolah di kawasan itu dapat mencapai satu tahap kecemerlangan yang kita kehendaki.






“Ini (kuasa autonomi) adalah satu pemikiran baru, berfikir di luar kotak untuk menentukan hala tuju pendidikan supaya menjadi mantap dan mutu yang setanding dengan negara maju lain,” katanya ketika berucap di Majlis Jalinan Mesra Warga Pendidik dan Perasmian Bangunan PPD Muar, di sini, semalam.








Sementara itu, pada majlis berasingan di Pagoh, Muhyiddin yang juga Menteri Pelajaran berkata, kerjasama berterusan antara ibu bapa dan guru penting bagi meningkatkan kualiti pembelajaran serta pencapaian pendidikan anak di sekolah, di sebalik kemudahan yang setanding negara maju disediakan kerajaan.







Katanya, kerajaan sentiasa memberi tumpuan terhadap kualiti pendidikan menerusi penyediaan prasarana yang cukup supaya pelajar dapat belajar dalam suasana selesa, manakala guru dapat mengajar dengan baik.







Beliau berkata, pelajar di Malaysia cukup bertuah kerana menikmati suasana pembelajaran yang kondusif setanding dengan negara maju serta lebih baik berbanding negara lain termasuk sesetengah negara jiran yang kurang mendapat akses pendidikan sempurna.

English and ICT adoption


DOES proficiency in English have a bearing on ICT adoption and Internet penetration, which then determines the innovative capacity and socio-economic status of communities? There seems to be some indication this holds true.






For example, research company Miniwatts Marketing Group found that 464 million Internet users worldwide from an estimated 1.6 billion use English on the Web as at the first quarter of this year. The next most popular language is Chinese, with some 320 million users.





Within the same period, North America, Oceania/ Australia and Europe have the world’s highest Internet penetration rate at 74.4 per cent, 60.4 per cent and 48.9 per cent respectively, with the world average at 23.8 per cent. Residents in these areas are mostly English speaking.





And majority of the countries in the said regions lead in ICT adoption and innovation.





For the Malaysian context, an industry review by the National ICT Association of Malaysia (Pikom) show that those who are bilingual, with one language being English, are more likely to be Internet users and use the computer more than those who talk and are educated mainly in their mother tongues.





Around the globe, it is acknowledged that English proficiency is an important prerequisite for joining in the information society. So, it is logical to assume, as Pikom puts it, that groups that are not proficient in English in Malaysia will not be able to keep up with global ICT changes. Simply put, economic and employment opportunities will be harder to come by for them.




The solution? Pikom is proposing equitable access to the English language should be made available to everyone. And teachers should be encouraged to develop contents in English and vernacular languages that are relevant to local communities.





Enterprises also should be encouraged to develop contents in local languages that match the needs of rural communities, for example.





It is important not to sweep aside the many studies and suggestions regarding English proficiency for ICT adoption and Internet penetration, no matter how vague the co-relation. To make sure that we are not losing out in the knowledge economy, we need all the help we can get.

Schools, PPD gets more autonomy



MUAR: All schools and district education offices (PPD) in the country will probably be given more autonomy to enable them to improve their respective performances.





Deputy Prime Minister Tan Sri Muhyiddin Yassin said it was part of the Education Ministry's moves to strengthen the national education system, so that
it could be at par with the system in developed countries.




Muhyiddin, who is also Education Minister, said the reason the issue of autonomy in school and district levels had never been raised until today was not
because the ministry was trying to run away from its responsibility, but because it realised that the situation in the districts differed from one another.




He said the differences were not only in terms of the size of the districts, but also in terms of issues and problems faced by the districts due to different
eco-systems.





"So, it needs a different approach altogether to ensure that the schools in the districts can achieve the targeted level of excellence," he said at a
special programme with educators and the launch of Muar PPD building here today.





Muhyiddin said by giving the autonomy power, the PPD would be held responsible to tackle any problems concerning the schools and make suitable
improvement as soon as possible.





In fact, he said in certain states like Sabah and Sarawak, the PPD would become a more important organisation to ascertain that all government policies
